If you use Photoshop, here is a site with a free plug in allowing you to create, edit, and save .ico files.

It works, cause I just made a 300 X 300 image in photoshop, resized it to 32 X 32, and then saved it right from Photoshop as an icon file (.ico) :D

Now if you have Photoshop, you don't need an external editor

Rats... I use Corel PhotoPaint. :(

However, I am sure that there are folks here who use Photoshop. Thanks for the resource! ;)

It says all versions of Photoshop, Paint Shop Pro 9, and maybe will work with Photoshop Elements which is fairly cheap

You can use free GIMP to take any type of image and make it into a icon. :)
